Djibouti

Coins
Highlights from the partnership:
  • Fellows were a part of the negotiation team for two cross-border energy projects between Djibouti and Ethiopia – a natural gas pipeline and liquefaction and export terminal, and a refined petroleum products import terminal and pipeline.
  • During the Covid-19 pandemic, the Fellow helped develop the legal framework of the Covid-19 Emergency and Solidarity Fund, which addressed the emergency needs of the public and the economy.
  • Drafted legislation regulating the accounting profession, aiming to enhance the quality of accounting in Djibouti.

Highlights from the partnership:
  • Drafted the Ethiopian Environmental Tribunal Establishment Bill which, when approved by parliament, will increase access to environmental justice.
  • The Fellow was part of the Editorial team tasked with the review of the Ethiopian PPP General and Sector guidelines (2020), the review of the draft PPP Regulations, and the conceptualisation and review of the Government Support Measures Manual which are all geared to strengthen the Public Private Partnership (PPP) Framework and foster the development of PPPs in Ethiopia.
  • Supported the pre-feasibility and feasibility study for a hydropower project, aiming to connect Ethiopians in the Wabe region to the national electricity grid.

Ghana

Highlights from the partnership:
  • Supported the legislative reform of over 20 Bills to strengthen the legal and regulatory framework within the Ghanaian Ministry of Education, thereby improving the governance and efficiency of education service delivery. This involved drafting legislation and ensuring legislative instruments were integrated through an Act of Parliament.
  • Actively worked as part of a committee designing the Ghana Accountability for Learning Outcomes Project, a USD 219 million World Bank-led project improving quality education in 10,000 basic schools.

Liberia

Highlights from the partnership:
  • During the Covid-19 pandemic, the Fellow drafted guidelines for the management of biomedical waste and a public awareness-raising strategy and safe burial, ensuring both the protection of the environment and public health.
  • The Fellow drafted the code of conduct, rules of procedure and confidentiality note for the Environment and Social Impact Assessment Technical Review Committee.
  • The Fellow has been involved in the establishment of a Project Management Department for institutional capacity-building of the project coordination, project implementation, monitoring and learning as well as project financial management roles of the EPA.

Namibia

Highlights from the partnership:
  • Organised a minerals review workshop for key mining stakeholders to help facilitate amendments to the mineral sector laws in Namibia. Based on the workshop outcome, the Fellow facilitated the procurement of legal technical assistance to review the Diamond Act and Minerals (prospecting and mining) Act.
  • Developed guidelines for the allocation of mineral rights, licences and permits in order to enhance stakeholder understanding of the legal mining and energy framework.

Pakistan

  • Worked with: Planning and Development Department of the Government of Punjab

Highlights from the partnership:
  • Contributed to developing PPP processes, culminating in a new comprehensive policy direction for the PPP programme.
  • Them Fellow contributed to introducing data processing protocols across local government, improving efficiency in the Government of Punjab.

Rwanda

  • Worked with: Ministry of Trade and Industry since 2015, Ministry of Agriculture and Animal Resources between 2015-2016, and the Rwandan Development Board since 2019
Truck
Highlights from the partnership:
  • Drafted the initial amendments to the legislation that regulates the trade of petroleum and petroleum products in Rwanda. This led to the complete revision of the petroleum trade policy.
  • Contributed to the review of the National Agricultural Policy in Rwanda, including providing specific inputs on commodity associations and branding of fruits and vegetables. This was shared with the task force who finalised the amended policy.
  • Drafted the agreement and negotiated the financing and management of Nyungwe National Park.

Sierra Leone

  • Worked with: Ministry of Health and Sanitation since 2016, Freetown City Council and Ministry of Basic Education and Senior Secondary Education since 2019

Highlights from the partnership:
  • Provided support in re-developing the Mental Health Policy, Strategic Plan and Lunacy Act, which aims to progress mental health issues in Sierra Leone.
  • Managed the contracting and legal coordination for Freetown’s tree project, which when completed will have planted 1 million trees in the city.
  • Facilitated the adoption by Sierra Leone of the African Medicines Treaty to establish the African Medicines Agency, aiming to establish a continent-wide regulatory agency for medicine.

Uganda

  • Worked with: Ministry of Finance, Planning and Economic Development since 2017 and Ministry of Trade, Industry and Cooperatives since 2018
Truck
Highlights from the partnership:
  • Developed the Ugandan National Horticulture Development Policy that presents the Government’s vision for the horticulture industry and proposes measures that will guide the industry to ensure sustainable growth and development.
  • Developed the Fiscal Commitments and Contingent Liabilities framework, which has led to a greater understanding of the PPP unit of direct fiscal commitments as well as the potential risk of contingent liabilities.
  • Held three series of in-depth capacity development workshops on PPPs in Uganda, reaching more than 150 participants from over 50 Ministries, departments and authorities. This resulted in a better understanding of PPPs, thereby improving the quality of PPP project analysis.

Zambia

Highlights from the partnership:
  • Prepared the first PPP Act Frequently Asked Questions to support the Department’s advocacy and capacity building efforts.
  • Developed a contract profiling template and database for all signed PPP contracts, which gives a snapshot of the critical terms and conditions.

Zanzibar

Highlights from the partnership:
  • Reviewed the draft Public Private Partnership (PPP) Act that replaced the Concession Act. This came about after the Concession Act had resulted in numerous failed projects and legal uncertainty. The new Act provided legal clarity and created a more transparent and sustainable path for PPPs.
  • Developed training materials for capacity development on contract management and risk management. Educated two trainers to empower them to lead capacity development training. These trainers were subsequently selected in the World Bank Training of Trainers program in 2019 and are now World Bank PPP Trainers.
